Governance Reform: Board Approves Governance Reform Task Force Recommendations to Improve Public Budget Hearings

LOS ANGELES, CA – At today’s meeting, the LA County Board of Supervisors approved recommendations from the Governance Reform Task Force (GRTF) to improve the County’s public budget hearing process. The recommendations, which were unanimously approved by the GRTF on December 10, 2025, include both short-term measures to be implemented for the Fiscal Year 2026-27 budget and longer-term reforms for future years.
The recommendations focus on six key areas: Structured and Consistent Scheduling; Transparency and Public Access to Materials; Accessible Presentation Materials; Public Education and Engagement; Performance Evaluation; and Long-Term Process Considerations.
“Measure G was about making County government more democratic, transparent, and responsive to residents,” said Supervisor Janice Hahn. “County government can get stuck in its ways – especially when it comes to the budget. So, the Government Reform Task Force has been focused on how we can demystify the budget and address things that have made the County budget process hard to understand and hard to get involved in. If we don’t get the budget right, we can’t get our residents the services they depend on. I am impressed by this task force’s first set of recommendations, and I think they will make County government better.”

Horvath. “These recommendations reflect months of work by the Governance Reform Task Force and Public Budget Hearing Subcommittee. They will make budget hearings easier to understand, more accessible, and more meaningful for residents and the Board. I look forward to implementing these immediate changes, and to future performance-based budgeting so our limited resources go to programs that deliver real results for our communities.”
The GRTF’s work included reviewing all of last year’s budget hearings, conducting internal and external surveys, researching budget best practices, and analyzing recommendations. Many of the short-term recommendations—including improvements to scheduling, posting of materials, public comment procedures, presentation formats, accessibility, and educational materials—can be implemented immediately for FY 2026-27. Longer-term recommendations will require additional planning and focus on evaluating departmental performance and potential structural reforms.

Community members are encouraged to participate in the upcoming budget hearings beginning February 12, to ensure transparency and public engagement in the County’s budget process.
